BBC Gaza Programme Ruled a 'Serious' Infringement of Broadcasting Regulations, Says Ofcom

The BBC was found to have committed a "serious breach" of industry standards by not revealing that the voice of a programme about the Gaza conflict was the offspring of a Hamas administrator, as determined by British broadcasting authority Ofcom.

An probe by Ofcom into the documentary titled Gaza: How to Survive a Warzone has found that the documentary was "significantly deceptive".

The chief executive of the broadcaster had already issued an apology, noting there had been "a major oversight in relation to truthfulness".

The authority has instructed the BBC to broadcast a evening declaration about its decisions.

"Given this constitutes a major infringement of our code, we are ordering the BBC to broadcast a announcement of our conclusions against it on BBC2 at nine o'clock in the evening, with a timing to be determined," the regulator stated.

'Risk to Undermine Trust'

The regulator's statement declared: "Our probe found that the film's omission to reveal that the narrator's father occupied a position in the Hamas-run authority was significantly deceptive.

"This implied that the viewers did not have critical information which may have been extremely pertinent to their judgment of the presenter and the information he presented.

"Credibility is at the core of the relationship between a television network and its public, particularly for a national broadcasting corporation such as the British Broadcasting Corporation.

"This oversight had the potential to erode the significantly high levels of credibility that viewers would have invested in a BBC factual programme about the conflict in Gaza."

The programme was pulled from the BBC's streaming service in last February after the narrator's personal associations came to light, and in this past July an corporation's own inquiry concluded it infringed the corporation's content policies on accuracy.

A corporation official said: "The regulator's decision is in line with the conclusions of the corporation's inquiry, that there was a significant failing in the programme in relation to the corporation's content standards on accuracy, which reflects regulation 2.2 of the authority's broadcasting regulations.

"We issued an apology for this and we comply with Ofcom's decision in full. We will follow the sanction as soon as the schedule and wording are determined."
